Sort of and not true. The Marine Corps exists because before WW2 you had to have convoy guards on boats that did nothing but fight stuff and rotated them in and out. Their job for the military was always the space between the landing craft off the boat to the main road behind the harbour.
So they had to know how to swim, shoot, be clean, etc.
Army infantry was always trained on marching, then fieldcraft, then shooting. Being on a boat, getting on the beach, and brutally murdering someone with a bayonet until the harbour is under control wasn't usually their job.

The argument over why have both, basically comes down to capability, you have your amphibious and then your regular infantry. If you have amphibious, regular, and airborne then you have a really good invasion force. The army owns the latter two. Has a mini amphibious unit somewhere, and the Navy also has the seals which do what marines want to do but under direct control of an admiral.
